First Amended Class Action Complaint Filed in Palisades Fire Lawsuit

On January 8, 2026, one year after the Palisades Fire, Plaintiffs in the Silver v. City of Los Angeles class action lawsuit filed a First Amended Class Action Complaint in Los Angeles Superior Court. The amended complaint significantly expands the number of responsible governmental entities, naming the following as defendants:

  • City of Los Angeles
  • City of Los Angeles, acting by and through the Los Angeles Department of Water and Power
  • State of California
  • California Department of Parks and Recreation
  • Santa Monica Mountains Conservancy
  • County of Los Angeles
  • Los Angeles County Waterworks District 29
  • Las Virgenes Municipal Water District
  • Mountains Recreation and Conservation Authority

This 68-page complaint details how each of these entities bears responsibility for the devastation caused by the January 7, 2025 Palisades Fire, which destroyed over 6,800 structures and displaced thousands of California residents.

This class action serves as a vehicle for individuals who have not filed, or may not file, individual lawsuits against these governmental entities, preserving their ability to seek relief.
